Designated Sponsor under U.S. Department of State J-1 Exchange Visitor Program  |  22 CFR Part 62

Please read these Terms & Conditions carefully before registering. By creating an account, you confirm that you have read, understood, and agreed to all terms set forth herein, including obligations under the J-1 Exchange Visitor Program and SEVIS regulations.

1. Parties & Program Overview

AnB Education by Summa Global Education ("AnB Education," "we," "us," or "our") is a designated program sponsor authorized by the U.S. Department of State to administer the J-1 Exchange Visitor Program pursuant to 22 CFR Part 62. AnB Education operates the J1 ANB portal ("Platform") at dashboard.j1anbhs.org to manage program participants including host families, exchange students, local coordinators, and agency partners.

The J-1 Exchange Visitor Program is a federally regulated cultural exchange program designed to promote mutual understanding between the people of the United States and the peoples of other countries through educational and cultural exchanges.

2. Acceptance of Terms

By checking the "I agree" box and submitting your registration, you ("User," "you," or "your") confirm that:

  • You are at least 18 years of age, or are a minor acting with the express consent of a parent or legal guardian;
  • You have read and fully understand these Terms & Conditions;
  • You agree to be legally bound by these Terms and all applicable laws and regulations, including those governing the J-1 Exchange Visitor Program;
  • You will provide only accurate, current, and complete information during registration and throughout program participation.

3. Eligibility & Registration

3.1 Host Family Eligibility

  • Must reside in the United States in a safe, suitable home environment;
  • Must pass a criminal background check (CBC) including national sex offender registry screening for all household members 18 years of age and older;
  • Must be able to provide a private bedroom for the exchange student;
  • Must demonstrate the financial ability to support a student without compensation;
  • Must complete all required AnB Education application forms, including the Host Family Application and Agreement.

3.2 Local Coordinator Eligibility

  • Must be a U.S. resident living within a reasonable proximity (generally within 30 miles) of assigned host families and students;
  • Must pass a criminal background check including sex offender registry screening;
  • Must have access to reliable transportation and a valid driver's license;
  • Must be able to perform in-person monthly contact visits with each assigned student;
  • Must complete AnB Education's Local Coordinator training and certification requirements;
  • Must maintain up-to-date contact information and be reachable at all times during the program period.

3.3 Agency Eligibility

  • Must be a legally registered business entity authorized to recruit J-1 exchange visitor program participants in the country of operation;
  • Must execute a formal Agency Agreement with AnB Education prior to placing any students;
  • Must comply with all applicable laws of the country of recruitment, including regulations governing international student placement;
  • Must not misrepresent the J-1 program, AnB Education, or the United States educational system to prospective students or families;
  • Must maintain accurate records of all applicants submitted and cooperate with AnB Education in program audits or reviews.

3.4 Student (Exchange Visitor) Eligibility

  • Must be a foreign national between 15 and 18 years of age at the time of program commencement;
  • Must possess sufficient English proficiency to participate in a U.S. high school program;
  • Must have a valid passport for the duration of the program;
  • Must obtain a J-1 visa using the DS-2019 form issued by AnB Education;
  • Must be enrolled as a full-time student at a U.S. accredited secondary school.

3.3 Account Accuracy

You agree not to misrepresent your identity, qualifications, or circumstances. Providing false information is grounds for immediate removal from the program and may result in SEVIS termination, which can affect future U.S. visa eligibility.

4. SEVIS & Regulatory Compliance

The Student and Exchange Visitor Information System (SEVIS) is a U.S. government database maintained by the Department of Homeland Security (DHS) that tracks J-1 exchange visitors throughout their stay in the United States.

4.1 SEVIS Record Maintenance

AnB Education is required to maintain accurate and current SEVIS records for all exchange visitors. You agree to promptly notify AnB Education of any changes to your address, school enrollment, household composition (host families), or other program-relevant information to enable timely SEVIS updates as required under 22 CFR § 62.10.

4.2 SEVIS Fee

Exchange visitors (students) are responsible for paying the SEVIS I-901 fee to the U.S. government prior to attending a visa interview. This fee is separate from any program fees charged by AnB Education.

4.3 Reporting Obligations

AnB Education, as the designated sponsor, is obligated to report the following events to SEVIS within the required timeframes:

  • Student's arrival and departure from the United States;
  • Changes in student's home address or host family placement;
  • Changes in school enrollment or early program termination;
  • Any criminal arrest, conviction, or pending charges involving the student;
  • Hospitalization, serious illness, or death of a participant;
  • Any known violation of the J-1 program regulations.

4.4 Regulatory Framework

All program activities are governed by the Exchange Visitor Program regulations at 22 CFR Part 62 (U.S. Department of State) and 8 CFR Part 214.2(j) (U.S. Department of Homeland Security). Participants are expected to familiarize themselves with the regulations applicable to their role.

5. DS-2019 & J-1 Visa Status

5.1 DS-2019 Issuance

The Form DS-2019 (Certificate of Eligibility for Exchange Visitor Status) is issued solely by AnB Education as the designated sponsor. The DS-2019 must not be altered, falsified, or transferred. AnB Education reserves the right to withhold or revoke the DS-2019 if program requirements are not met.

5.2 Maintaining J-1 Status

Exchange visitors must maintain valid J-1 status throughout their program by:

  • Remaining enrolled full-time at the designated host school;
  • Maintaining a valid passport at all times;
  • Complying with the program dates on the DS-2019;
  • Not engaging in unauthorized employment (J-1 students may not work without specific authorization);
  • Not overstaying the authorized program period;
  • Complying with all conditions of the J-1 visa category.

5.3 Program Extensions

Extensions beyond the original DS-2019 end date must be approved by AnB Education in advance and are subject to U.S. Department of State guidelines. Extension requests must be submitted at least 30 days before the program end date.

6. Program Rules & Code of Conduct

All participants agree to uphold the integrity of the J-1 Exchange Visitor Program and adhere to the following conduct standards:

  • Respect: Treat all program participants, school staff, and community members with dignity and respect, regardless of race, religion, gender, nationality, or background;
  • Cultural Exchange: Actively participate in cultural exchange activities as the primary purpose of the J-1 program;
  • Communication: Respond promptly to communications from AnB Education and the local coordinator;
  • Honesty: Report problems, conflicts, or concerns truthfully and in a timely manner;
  • Safety: Immediately report any safety concerns, abuse, or emergency situations to AnB Education's 24/7 emergency line;
  • No Substance Use: Exchange students are prohibited from consuming alcohol, tobacco, or any controlled substances;
  • School Attendance: Students must maintain satisfactory academic standing and regular attendance at their designated host school;
  • Social Media: Participants should exercise responsible use of social media and must not post content that defames, harasses, or negatively misrepresents other program participants.

7. Platform Use & Account Security

7.1 Permitted Use

The Platform is provided exclusively for the administration and management of J-1 Exchange Visitor Program activities. Any use of the Platform for purposes unrelated to program management is strictly prohibited.

7.2 Account Credentials

You are solely responsible for maintaining the confidentiality of your login credentials. You must not share your password with any third party. AnB Education will never ask for your password via email or phone. You must notify AnB Education immediately at admin@anbeducation.com if you suspect unauthorized access to your account.

7.3 Prohibited Activities

  • Attempting to access accounts or data belonging to other users;
  • Uploading malicious code, viruses, or disruptive content;
  • Scraping, crawling, or automated access to Platform data without authorization;
  • Using the Platform to transmit spam or unsolicited commercial communications.

8. Host Family Obligations

As a host family, you agree to fulfill the following responsibilities for the duration of the student's placement, as required under 22 CFR § 62.25:

8.1 Living Environment

  • Provide a safe, clean, and private bedroom for the exchange student;
  • Ensure the home is free from hazards and meets basic habitability standards;
  • Include the student in normal family activities and daily life;
  • Provide three meals per day or ensure access to food preparation facilities.

8.2 School Enrollment & Support

  • Ensure the student is enrolled in and regularly attending an accredited U.S. secondary school;
  • Provide transportation to and from school, or arrange for suitable alternatives;
  • Monitor the student's academic progress and communicate concerns to the local coordinator;
  • Support the student in completing homework and school-related activities.

8.3 Student Welfare

  • Treat the student as a member of the family, not as a domestic employee;
  • Never charge the student rent, tuition, or program fees;
  • Ensure the student has access to emergency medical care when needed;
  • Respect the student's cultural background, religion, and personal beliefs;
  • Maintain open and respectful communication with the student and AnB Education.

8.4 Mandatory Reporting

Host families must immediately report to AnB Education any of the following: accidents or medical emergencies, suspected abuse or neglect, runaway situations, disciplinary incidents, or significant changes to the household composition.

8.5 Background Check Consent

All adult household members (18+) consent to a criminal background check as a condition of host family approval. A positive result for violent crimes, sexual offenses, or child abuse will result in disqualification.

9. Student (Exchange Visitor) Obligations

As a J-1 exchange visitor, you agree to:

  • Comply with all U.S. laws and regulations, including those specific to the J-1 visa category;
  • Attend school full-time and maintain satisfactory academic performance;
  • Respect host family rules, household schedules, and cultural customs;
  • Notify AnB Education and your local coordinator of any change in address, school, or health status within 10 days;
  • Carry your DS-2019, passport, and J-1 visa at all times when traveling;
  • Participate in cultural exchange activities as required by the program;
  • Not engage in any employment without prior written authorization from AnB Education and the U.S. Department of State;
  • Depart the United States on or before the program end date on your DS-2019, unless an extension has been formally approved;
  • Complete monthly and semester reports as required through the AnB portal;
  • Maintain valid J-1 health insurance throughout the entire program period.

10. Health Insurance Requirements

Health insurance is mandatory for all J-1 exchange visitors under 22 CFR § 62.14. Failure to maintain required coverage may result in SEVIS termination.

All exchange visitors must maintain health insurance that meets the minimum requirements set by the U.S. Department of State for the duration of their program:

  • Medical benefits of at least $100,000 per accident or illness;
  • Repatriation of remains in the amount of at least $25,000;
  • Medical evacuation to the home country in the amount of at least $50,000;
  • A deductible not to exceed $500 per accident or illness;
  • Underwritten by an insurance carrier with an A.M. Best rating of "A-" or above, or equivalent.

AnB Education may offer or facilitate access to qualifying insurance plans. Students who obtain insurance independently must provide proof of coverage to AnB Education within 14 days of program commencement.

11. Fees & Financial Obligations

11.1 Program Fees

Program fees are established in your individual program agreement or enrollment contract. All fees must be paid according to the schedule agreed upon at enrollment. Fees are generally non-refundable except as outlined in the cancellation policy provided at the time of enrollment.

11.2 Student Spending Money

Exchange students are expected to have sufficient personal funds for personal expenses including school supplies, extracurricular activities, and personal items. AnB Education recommends a minimum of $150–$200 per month in personal spending money.

11.3 Host Family Compensation

Host families may not charge students for room, board, or tuition. Any stipend arrangement, if applicable, must be pre-approved by AnB Education and documented in writing.

12. Privacy & Data Protection

12.1 Data Collection

AnB Education collects personal data including names, contact information, addresses, passport details, school records, and background check results, solely for the purpose of administering the J-1 Exchange Visitor Program.

12.2 SEVIS Data Sharing

By participating in the J-1 program, you acknowledge that personal information will be shared with the U.S. Department of Homeland Security (DHS) via SEVIS and the U.S. Department of State as required by law. This is a mandatory condition of program participation and cannot be waived.

12.3 Data Sharing with Partners

Information may be shared with host families, local coordinators, partner agencies, and accredited host schools on a need-to-know basis for program administration purposes. AnB Education does not sell personal data to third parties.

12.4 Data Retention

As required by 22 CFR § 62.10(g), AnB Education retains program records, including SEVIS-related documents, for a minimum of three (3) years following the conclusion of the program.

12.5 FERPA Notice

To the extent applicable, AnB Education complies with the Family Educational Rights and Privacy Act (FERPA). School records shared with AnB Education are used solely for program administration and academic support purposes.

12.6 Your Rights

You may request access to, correction of, or deletion of your personal data by contacting AnB Education at admin@anbeducation.com. Note that certain data must be retained to comply with federal regulatory obligations.

13. Termination & Early Departure

13.1 Voluntary Early Departure

If a student or host family wishes to withdraw from the program before the scheduled end date, written notice must be provided to AnB Education at least 30 days in advance where possible. Program fees paid are generally non-refundable for voluntary early departure.

13.2 Involuntary Termination

AnB Education reserves the right to remove a student from a host family placement or terminate program participation for cause, including but not limited to:

  • Violation of the J-1 program regulations or these Terms;
  • Criminal conduct or arrest;
  • Failure to maintain school enrollment;
  • Conduct deemed harmful to the student's welfare or host family;
  • Providing false information during the application process;
  • Unauthorized employment;
  • Repeated non-compliance with host family rules or program requirements.

13.3 SEVIS Termination

Upon program termination, AnB Education is required to update SEVIS records accordingly. A terminated SEVIS record means the student must depart the United States within 15 days. Re-entry on a terminated SEVIS record may be denied by U.S. Customs and Border Protection.

13.4 Host Family Removal

In the event a host family placement must be changed — whether voluntarily or due to incompatibility — AnB Education will make reasonable efforts to place the student with a new host family. During the transition period, AnB Education will arrange appropriate temporary housing if needed.

14. Local Coordinator Obligations

Local Coordinators (LCs) serve as the primary on-the-ground representatives of AnB Education. By registering as a Local Coordinator, you agree to fulfill the following duties throughout the program year, as required under 22 CFR § 62.25(b):

14.1 Monthly Contact & Reporting

  • Conduct at least one in-person contact visit per month with each assigned exchange student and host family;
  • Submit a Monthly Contact Report via the AnB portal within the required timeframe after each visit;
  • Document the student's academic progress, emotional wellbeing, and host family relationship;
  • Respond to student and host family inquiries within 24 hours during weekdays.

14.2 Placement Support

  • Assist in identifying, screening, and recommending qualified host families in your area;
  • Conduct in-home host family interviews and complete the required host family application forms prior to placement;
  • Verify that the proposed home environment meets AnB Education and U.S. Department of State standards;
  • Facilitate school enrollment and maintain communication with school counselors and administrators.

14.3 Emergency & Crisis Response

  • Be available 24 hours a day, 7 days a week to respond to emergencies involving assigned students or host families;
  • Immediately notify AnB Education of any emergency, including medical incidents, safety concerns, abuse allegations, or runaway situations;
  • Assist in coordinating emergency housing arrangements if a student must be removed from a host family placement;
  • Accompany students to medical appointments when necessary and ensure continuity of care.

14.4 Background Check & Compliance

  • Submit to and pass a criminal background check prior to appointment and upon renewal;
  • Complete all required AnB Education training modules and orientation programs;
  • Ensure that background checks for all adult members (18+) of proposed host family households are completed before student placement;
  • Report any changes in personal circumstances that may affect suitability as a Local Coordinator (e.g., criminal charges, change of residence).

14.5 Semester Activity Report

  • Complete and submit a Semester Activity Report for each student at the end of each academic semester;
  • Include assessment of the student's academic standing, cultural integration, host family relationship, and overall program satisfaction;
  • Coordinate with the student and host family to complete the required sections of the report accurately.

14.6 Confidentiality

Local Coordinators may have access to sensitive personal information about students, host families, and other program participants. You agree to maintain strict confidentiality of all such information and not to disclose it to any third party without the prior written consent of AnB Education, except as required by law or emergency circumstances.

15. Agency Obligations

Partner Agencies serve as the international recruitment arm of the J-1 Exchange Visitor Program. By registering as an Agency, you agree to the following terms in addition to all general provisions of these Terms & Conditions:

15.1 Ethical Recruitment

  • Provide accurate, complete, and truthful information about the J-1 program, host family life, U.S. schools, and program costs to all prospective students and their families;
  • Not make false promises or guarantees regarding school placements, activities, or program outcomes;
  • Clearly disclose all fees charged to students and families in the country of recruitment;
  • Not engage in coercive, misleading, or exploitative recruitment practices;
  • Ensure that all students submitted have genuinely met the eligibility requirements and have provided authentic documentation.

15.2 Student Preparation

  • Ensure that all students are adequately prepared for life in the United States, including cultural orientation, language preparation, and program expectations;
  • Provide students and their families with accurate information about host family living, school rules, and the SEVIS/J-1 visa requirements;
  • Ensure students understand they are prohibited from unauthorized employment during the program;
  • Confirm that students' health insurance coverage is obtained and valid before departure.

15.3 Documentation & Accuracy

  • Submit only complete, accurate, and authentic application materials on behalf of students, including transcripts, language test results, personal statements, and financial documents;
  • Promptly notify AnB Education of any material changes to a student's circumstances between application and arrival;
  • Maintain copies of all submitted documentation for at least three (3) years;
  • Cooperate fully with any audit or verification request by AnB Education or the U.S. Department of State.

15.4 Agency Agreement & Exclusivity

  • Agency partners must execute a formal Agency Agreement with AnB Education, which sets forth placement fees, recruitment territories, student quotas, and other commercial terms;
  • Agencies may not simultaneously place students with competing J-1 sponsors for the same program category without prior written approval from AnB Education;
  • Any marketing or promotional materials referencing AnB Education must be approved by AnB Education in writing before use.

15.5 Post-Placement Responsibility

  • Maintain contact with placed students for welfare-check purposes throughout the program period;
  • Serve as a liaison between AnB Education and the student's natural family in the country of origin;
  • Assist in communicating program-related updates, reports, and emergencies to the student's natural family as needed;
  • Promptly relay any complaints or concerns raised by natural families to AnB Education.

15.6 Termination of Agency Relationship

AnB Education reserves the right to suspend or terminate an Agency's participation for fraudulent recruitment practices, repeated submission of ineligible students, failure to comply with the Agency Agreement, or any conduct that undermines the integrity of the J-1 program. Termination of an Agency relationship does not relieve the Agency of obligations to students already placed in the program.

16. Limitation of Liability, Indemnification & Disputes

14.1 Limitation of Liability

To the fullest extent permitted by law, AnB Education shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including loss of data, personal injury, or property damage, arising from participation in the J-1 program or use of the Platform. AnB Education's total cumulative liability to any participant shall not exceed the program fees paid by that participant.

14.2 Indemnification

You agree to indemnify and hold harmless AnB Education, its officers, employees, agents, and partners from and against any claims, liabilities, damages, or expenses arising from your violation of these Terms, your conduct during the program, or your violation of any applicable law or regulation.

14.3 Dispute Resolution

Any disputes arising out of or related to these Terms or the J-1 program shall first be submitted to AnB Education for informal resolution. If informal resolution fails, disputes shall be subject to binding arbitration under the rules of the American Arbitration Association, conducted in English in the State of [Program State], unless otherwise required by applicable law.

14.4 Governing Law

These Terms & Conditions are governed by the laws of the United States of America, including 22 CFR Part 62, and the applicable laws of the state in which AnB Education is incorporated, without regard to conflict of law principles.

14.5 Changes to These Terms

AnB Education reserves the right to update these Terms & Conditions at any time. Material changes will be communicated via email and/or platform notification at least 14 days before taking effect. Continued participation in the program or use of the Platform following notification of changes constitutes acceptance of the revised Terms.
